tobacco use
ITANAGAR, May 30: On the eve of World No Tobacco Day, a group of prominent doctors of Arunachal Pradesh today appealed to the state Govt for formulation of strong policies and programmes to control use of tobacco and tobacco products in the state and imposition of complete ban on Gutka and implementation of pictorial warnings on chewing tobacco products strictly.
Tobacco is responsible for causing 1 million deaths every year in India. The findings
of recently conducted Global Adult Tobacco Survey (GATS 2009-
Around 35 per cent of the adult Indian population in consuming tobacco in various forms, out of which 26 per cent are consuming chewing forms of tobacco like gutka, khaini, tiranga etc.
GATS study for Arunachal Pradesh reveals that over 47.7 per cent of state population is consuming tobacco and 36 per cent use smokeless tobacco like gutka, khaini, tiranga etc and many consuming both the forms of tobacco.

Trekker accident claims three lives
ITANAGAR, May 30: Three people were killed and 4 others reportedly sustained grievous
injury in a bizarre road mishap when a trekker bearing registration number AR0C-
The ill fated trekker was reportedly coming from Naharlagun to Itanagar with 10 passengers, when they met with an accident at around 6:30 this morning.
A passenger identified as Sharad Boruah died on the spot while Subu Kanya and entrepreneur and social worker Hage Punya succumbed to their injuries at RKM Hospital.
The police personnel rush to the spot and swung into action to rescue the accident victims.
The injured persons were rushed to RK Mission Hospital and General hospital Naharlagun.
Three female and 1 male were among the injured persons including a doctor.
Source informed that one Subu Yami a female passenger who’s conditioned was stated to be critical was immediately evacuated for Guwahati for further treatment.

ITANAGAR, May 30: A Week-
Addressing the inaugural function Y.D.Thongchi, Chief Information Commissioner (SIC), revealed that as per general observation and record in Information Commission in the last 5 years, almost 60% information seekers are Govt. employees, 30% are professional information seekers who file RTI with vested interest and rest 10% are the genuine information seekers who come from the lower and middle order sections of the society.
The Chief Guest stressed the need for creating awareness among people about their rights to seek information since the very objective of RTI is to empower the citizen, promote transparency and accountability in the working of Government.
He urged the officers holding the charge of SPIOs and ASPIOs to acquire a thorough knowledge of the RTI Act and also understand their liability in case of default in performance of the duty assigned to them by the Act.
Thongchi said that the RTI Act has brought a revolution in empowering the citizen in bringing a complete change in governance and today the public servant are answerable to the common people in the matter of their action and deeds. The Chief SIC requested the participating officers to work with helping attitude as the main motive of RTI is to "Get things done and to keep records in right condition".
He reminded that the coming days will be more challenging for Govt functionaries, public authorities and public servants from top to bottom level with the promulgation of Lok Pal Bill in the country.
Habung Payeng, Information Commissioner (SIC), called upon SPIOs/ASPIOs to take full responsibilities in matter of furnishing informations that too without any delay.
He reminded that after the enactment of the RTI Act 2005, the citizens of the country are radically empowered as well as given opportunity to participate in the day to day political, social and economic governance matters. The Act also aims to promote the transparency, accountability and check the scourge of corruptions, he said.
He requested the departments to make the best use of information technology (IT) in the dissemination of information.
Earlier, Director (Training) Pema Tshetan in his welcome address said that the training will provide all the participants an opportunity to refresh their knowledge on RTI and get clarification of their doubts and problems. He reminded the participants that free excess to information should be the norm or regular practice of the departments and they should be aware that denial of information will entail a legal obligation upon the authority to defend its act of denial.

A memorable incident at NH-

My first appointment in Arunachal Pradesh Government was as District Information and Public Relations Officer (DIPRO), my initial posting was at Khonsa in Tirap district before bifurcation of Tirap district into two parts, i.e. Changlang and Tirap districts respectively during late eighty’s.
I was fortunate enough to join in the service at the Directorate of Information and Public Relations and Printing’s (DIPR&P) office at Naharlagun, instead of my posting place for a one week acquaintance and familiarization training in office functioning and press reporting under the direct supervision and guidance of the then DIPR&P, Govt. of Arunachal Pradesh Late Payi* Lummer Dai (the post which he held until his superannuation in 1998).
Within a week, he (Late Dai) made a lasting impression on me. To me, he was a great scholar, novelist, philosopher, and champion of woman’s causes, a social reformer through his writing, a guide, a father figure and a good friend. Love for humanity was always the most appealing part of Late Dai’s amiable nature.
After a couple of months, I was summoned to Naharlagun from Khonsa for an urgent
official works. In one fine morning, while returning from Naharlagun to Khonsa after
attending official works, my official DIPRO vehicle (Mahendra and Mahendra old version
Jeep) bearing registration No. ART-
Since than, as a prized souvenir, I used to carry that very telephone post stay cable
in my vehicle as a blessing rope/tool to use for myself or to extend help to other
in need on the road in the event of similar eventualities encountered by me. On reaching
M/s Dhemaji Mechanical Motor Workshop, Dhemaji, I informed one of the garage boys
that the gentlemen who had towed my vehicle was Lummer Dai, a great Assamese Scholar
and novelist from Arunachal Pradesh and I instructed the boy to inform his master.
Within a couple of minutes the owner of the garage appeared with customary Assamese
Namaste to Payi and offered gamucha, tea and snacks to us. Before proceeding for
Aalo (Along the then, district Hq of undivided Siang district) he requested the garage
owner to immediately attend my vehicle problems, as I was to travel to Khonsa covering
long distance to which job of garagewala accomplished within no time and I reached
Khonsa safely. At that time Payi was accompanied by his dear and only son Mibom (He
was dearly called Bobom by Payi Lummer & close family members). I was told by Payi
that he had got delayed for more than two hours at North Lakhimpur as per insistence
upon by Bobom to get a new cricket bat from one of the sport shops at North Lakhimpur.
Whenever, I happen to pass this very spot Hatigarh the big mother Simolu trees and
kilometre pillar standing by the NH-
Late Dai’s literary works received late recognition in the literary world, but as the saying goes, better late than never, and in time Late Payi got spontaneous love and affection from thousand of Assamese admirers and readers where ever he went onto. The physical and moral support extended to late Dai and his family members by the people of Assam when he was undergoing treatment at Down Town Hospital in Guwahati and also after his demise is a tribute to their emotional recognition. There was a truly touching gesture. The people of Arunachal Pradesh cannot forget the support extended to one of our own sons and his family in distress. This showed in us of solidarity, which proves yet again that had Payi Lummer received timely recognition and encouragement, he could have scaled many more literary heights in popularizing Assamese literature. But the will of almighty, otherwise to what we feel and desire. Lummer Dai, the youngest son of late Jobu Dai and late Srimati Komsak Dai of Siluk, a small Adi village about 40 Km from Pasighat district; Hq of East Siang district born on June 1st 1940, breathed his last on 05/04/2002 at 4.15 AM at Down Town Hospital, Guwahati, Assam and his mortal remains were laid to rest on 06/04/2002 at 11.45 AM at Naharlagun.
May this great soul be in God’s keeping.

He further said that students often fail to select proper subject and proper institution for pursuing higher education, particularly technical education due to lack of proper guidance and this fair will help them to interact and select right career.
Around 30 leading institutions from various states of the country are participating in the event and offering more than 100 career options. Last year 25 institutions from various state of the country took part in the career fair.
Both H&TE director Begi and Joint director Dr T Padu also visited all exhibition stalls and interacted with the representatives of the institutes.
Founder and Managing Director of the SAPE Sanjay Thapa expressed satisfaction over the huge response received from the aspiring students on the first day of the fair. He however, said that students should not be lured by the attractive banner, poster and advertisements of the institutions. They should think twice and verify the credentials of the institutions before their final decision to get admitted for technical education, he added.

Where doctors and patients jostle for space
Dear Editor,
I would like to draw a kind attention of the authority concerned towards the deplorable condition of patients in OPD of State Hospital,Naharlagun. There is a single compact room where numerous doctors of different department attend to their patients and the patients queue in four to five rows for counsel.
The scene is more and less like queuing in ration shop or in a cinema theatre. There is no one who may care about ailing patient, of their privacy.
The privacy of patients with their doctor has been lost in gigantic shadow of lack in infrastructure facilities. Many patients are hesitating to consult freely with doctor because of huge crowd in single room and sometime they have to leave without consulting anything. In the same way the attending doctors are also facing problem because of this noisy atmosphere. They are compelled to leave the patients without through examination because there is no space and facility where the patients may lay for through examination. Therefore, I request the concerned authority to provide separate room for OPD doctors of different departments so that the patient may avail precise counseling and treatment. The privacy of patient with their doctor may always be maintained.

Dear Editor,
Apropos to the article "Alliance question Dabi demotion" published on 26th May, I'd like to make it clear that despite being born and brought up in Siang belt I’ve never heard about the functions and contributions of an association known by the name 'United Siang Progressive Alliance' (USPA) to the Siang belt since my childhood.
Prior to Dabi demotion there had never been any voice raised by this association for social cause despite the region is reeling under immense crisis from every angle.
When the whole assembly body made the decision unanimously then they might have also witnessed substantial lacunae in Dabi governance.
I would also further like to state that this association is an overnight groomed and politically motivated.
Please do not taint the beauty of Siang belt by attaching it with such a vested interest association.

What kind of clarification is it?
Dear Editor,
Referring to Kripa pertin’s plea that he is innocent and victim of his own simplicity, I would like to address certain concerns here. He has said that he is not the maternal uncle of the victim since they are five generations apart. What kind of clarification is it? So, does he mean that a person can rape anyone if their generation gap is five years apart? Further, he writes that the victim is an adult and above eighteen years, this statement was even harder to digest as I am confused of what to conceive from the statement. In simple terms, I could not draw any reasonable meaning behind the statement. After reading his clarification statement, my suspicion further enhanced as it reflected a devil design in itself. Often wild animals make this kind of cry in desperation when surrounded by the hunters.
Further through this column I would like to appeal the Women Wings of Arunachal Pradesh to please wake up from your unusual sleep, the APPSU to please provide the required strength and mobility, and the rest from the civil society to render their constant support for the cause of righteousness. Let us see if we can collectively shorten the long hand of lazy judiciary and help provide early justice to the victim’s family.

Say no to corruption
Dear Editor,
There is the hue and cry over the corruption in our society, but we should not forget that from where this corruption originated, if we introspect yourself we find that corruption is deep rooted within us.
For instance, if any of the department creates a vacancy then there will be uncountable persons ready to bribe for the vacancy. In such kind of situation who doesn't want to fill their pocket when somebody offer you such a heavy and free money.
After all everyone is a social animal with some desire and necessity. But all of that, some of wicked persons have no guts to compete in selection process fairly so they pay bribe, which encourage optimum corruption. If nobody comes forward to pay bribe then selection will automatically becomes genuine, and corruption can be also controlled to some extent. Therefore, be a law abiding citizen and don't pay bribe, so to bring prosperity in our society.

I joined Ramsurvey.com on the month of Feb. and I made payment request on 9th and 28th April. But till today survey income has not been transferred to my Bank account.
Some people are claiming that they are getting money from Ramsurvy.com every month. But this is not possible, because me and my friends are proof, no payment have been made from the month of April till today. Those people are just selling ID to new associate and thus are making adjustment to old associates. And this adjustment is one time only.
So I would like appeal those people not to lie to others. Because they will be answerable to people if their money is stuck!
And here I would like tell people that why those people are lying. The reason is that if they tells other that Ramsurvey do not pay, then no body will join it and their down line business will collapse. Infact it seems that Ramsurvey does not pay for survey, people will be paid only if they find down line.
So, beware of Ramsurvey.com, it did not pay till today and I think neither will in future, because whenever payment times comes Ramsurvey make some excuse and delay the payment. And this happen every time. In this way no payment have been made from the month of April till today. Not only this company makes new rule regarding payment request, every time (when payment time comes) and this is known by all associates of Ramsurvey.
Lastly I would also like alert people of other online survey company like FLC India.com, new light.com, Admatrix.com etc. Before investing in these companies , first get the proof that these companies really pay you or whether they make bank transaction or not.

ITANAGAR, May 30: The vice president of All Mengio Students Union (AMSU) today alleged that the Rs 4,91,84000 NEC scheme for improvement of power supply in Mengio circle under Sagalee constituency in Papum Pare district was not implemented as per the NEC guidelines.
The sanctioned amount has already been spent, but there is no improvement of power supply in Mengio area, the AMSU leader said.
